Repo Maintenance — Adaptive Cleanup Framework

Invoked when the goal is to reduce repo size, clean up stale content, or optimize repository structure. This is the repo-wide structural counterpart to cleanup (which operates at the file/module level).

The deeper lesson: everyone starts with a simple strategy ("fewer files"), but exploration reveals that value exists in unexpected places. The skill that matters most is not "how to delete" but "how to recognize value and adapt your strategy to preserve it."
